Carl Holtman

Carl Holtman has been living in Turkey since 2003 and is currently a Managing Partner at Turca Solutions, a company that he co-founded in 2015 in order to contract with the Turkish government to support the country’s effort to secure foreign direct investment. He holds a master’s degree in Russian, East European, and Central Asian Studies from University of Wisconsin.

In addition to his work as a consultant for the Turkish government, he helped establish the physical presence in Turkey of two major multinationals in the education sector (ELS and IDP/IELTS), worked in Iraq on both developing an intensive English program at a university and on several State Department grants, engaged in international partnership development for US universities, and provided risk-management services for a study abroad provider and a faculty-led group operating under a National Science Foundation Research Experiences for Undergraduates grant. He has conducted business in more than 60 countries and has direct experience with over a dozen systems of higher education.
